In 1997, the Government published the White Paper 'Eliminating World Poverty: a challenge for the 21st century' (Cm 3789, ISBN 0101378920) which set out their policy on international development and proposals for the reduction of global poverty. This Act replaces the Overseas Development and Co-operation Act 1980; the main change relates to the purposes for which aid, whether financial, technical or assistance, can be provided by the Secretary of State to contribute to the reduction of poverty. It allows for development assistance to further the sustainable development or improve the welfare of the population of any country or territory outside the UK; as well as to alleviate the effects of a disaster or other emergency. It enables the support of organisations or activities that promote awareness of global poverty.
