The Committee's report examines the performance of the Roads Service, an executive agency of the Department for Regional Development, in implementing the provisions of the Street Works (Northern Ireland) Order 1995. This Order places legal requirements on the utilities companies responsible for road works due to the installation or repair of equipment, such as pipes and cabling, with the aim of minimising the disruption to traffic flows and pedestrians. During 2000, an estimated 46,000 road openings were carried out. Amongst its conclusions, the Committee notes concern that due to inadequate record keeping, utilities responsible for faulty reinstatements cannot be identified. As a result, the cost of remedial work will have to be borne by the taxpayer.
