The Executive Committee invited comments from the departmental committees on the budget arrangements and timetable for 2002/03. The Committee for Finance and Personnel undertook to co-ordinate the responses. This report concentrates on better use of resources, in the light of the proposed public expenditure increase of 3 per cent in real terms in 200/2/03. This level is fixed, and the committees are concerned at the lack of flexibility and alternative sources of funding. The Committee also criticises the late start date for this consultation process, the inconsistency of information provided by departments to the committees, and asks for further detail on how the departments prioritise their bids for funding.
