The first part of the Act makes changes to the way the NHS is managed, including the renaming of Health Authorities as Strategic Health Authorities, the distribution of functions between Strategic Health Authorities and Primary Care Trusts and the allocation of funding for England. For Wales it deals with the establishment of Local Health Boards and a duty to devise health and well being strategies. Part one also extends the role of the Commission for Health Improvement, reforms the structure for patient and public involvement in the NHS and provides for joint working between NHS bodies and the prison service. Part two covers the regulation of health care professionals with the establishment of the Council for the Regulation of Health Care Professionals. It transfers of some "fitness to practise" appeals from the Privy Council to the High Court and modifies of powers that affect the regulation of the pharmacy profession.
