In July 2000 and April 2002 the Government published its proposals for the reform of the NHS. This Act gives effect to the proposals relating to the creation of NHS foundation trusts and the establishment of independent health care and social care regulators. It also provides for the recovery of NHS charges, makes changes to the way in which primary dental and medical services are delivered and provides for a replacement of the Welfare Food Scheme. The majority of the act extends to England and Wales, with the exception of those provisions set out in section 202 which have a wider extent.
