The Convention opened in Brussels in February 2002, with the objective of setting the scene for the next Intergovernmental Conference in Berlin in 2004. This marks a radical break with the tradition of EU treaty making, for whilst final decisions will still be taken by member state governments at the IGC, the preparation stage will involve a wide and open consultation process. Its establishment represents a deliberate move by the EU to promote greater public awareness and confidence regarding the direction and institutional form of an enlarged Union. This report looks at the background to the Convention, its organisation and the key issues for debate.
