This 'Report on the Commissioner for Older People Bill' is a direct results of the Northern Ireland Executive's commitment, made in the Programme for Government (PfG), to providing a 'strong independent voice' for older people. Following this commitment in 2007, the First Minister and the Deputy First Minister commissioned an independent external consultancy firm to look at the case for, and the potential roles and responsibilities of, an independent Commissioner for Older People.

In May 2008, the final feasibility report, 'Examining the Case for a Commissioner for Older People' was produced and concluded that there was both strong support and a need for a Commissioner for Older People.

The result of this report was an introduction of the 'Commissioner for Older People Bill (NIA 21/09)', introduced to the Assembly on 24 May 2010. This report examines the Bill.
