This Act requires the Secretary of State to publish and implement a strategy for reducing fuel poverty and to set targets for the implementation of the strategy. The strategy must specify a comprehensive package of measures for ensuring the efficient use of energy, such as the installation of appropriate equipment or insulation. For the purposes of the Act, a person is regarded as living "in fuel poverty" if he is a member of a household living on a lower income in a home that cannot be kept warm at reasonable cost.
