Government departments are expected to control and monitor all payments to ensure that spending grants voted by Parliament are not exceeded. Resource-based supply was introduced in 2001-02, which requires government departments to forecast and manage resources for service delivery. The Committee's report examines the excess votes required by two Northern Ireland departments during 2002-03 with a total value of £4.5 million. The two departments were: the Department of Enterprise, Trade and Investment; and the Department of Agriculture and Rural Development.
