The Committee's inquiry into overcrowding on public transport finds that the problem is bad, likely to get worse, and needs to be taken far more seriously than at present. Managements which accept overcrowding as inevitable are not only short changing the travelling public, but are failing to run the system properly. Whilst some crowding at peak travel times may be unavoidable and a sign of a successful public transport system, the current chronic overcrowding in all the major conurbations is unacceptable. Recommendations are made which seek to address the problem and its impact on business and tourism. Aspects considered include passenger capacity at peak periods, design of bus fleets which allow easier boarding, measuring overcrowding on trains, strategies for rolling stock provision, and the health and safety effects of overcrowding.
