The Highways Agency has responsibility for the maintenance of 8,900 kms of motorways and trunk roads in England, with maintenance work contracted out to third parties. Following on from a National Audit Office report (HCP 431, session 2002-03; ISBN 010292080X), the Committee's report examines the Agency's delivery of the maintenance programme and its activities to reduce disruption to motorists caused by roadworks. Findings include that the condition of the network has improved, although there are significant regional variations. The Agency should set regional road condition targets and review its funding allocations accordingly. Significant changes have been made to the management and delivery of the Agency's maintenance programme, and it needs to consider further the risks arising from new contracting arrangements. Not enough is being done to reduce the impact of roadworks on the motorist, and the Agency also needs to strengthen its winter maintenance and emergency response capabilities.
