The Committee examined the continuing poor financial health of FE colleges in Scotland, how soon improvements can take place, and the likely impact of a range of current initiatives. The geographical and key industry sector mapping exercise should be completed successfully, but there is a danger that this process is both confusing and confused. The strategic approach to the delivery of the capital programme is welcomed, but this must be carried out before buildings deteriorate to an unacceptable standard. A Scottish Executive consultation paper on governance and accountability in the FE sector was launched in May 2002, and the Committee will have a watching brief on proposals arising from this consultation. Inverness College cannot state with confidence that its financial targets continue to be met, even within its 10-year recovery plan; there should be a shorter timescale for this process in this and other Colleges.
