The role of H.M. Inspectorate of Constabulary for Scotland is to monitor and improve the quality and standard of police services in Scotland, and it is independent of the eight police forces, police authorities and the Scottish Executive. Its main responsibilities are to inspect police forces and carry out thematic inspections; to examine how forces deal with complaints against the police; and to provide advice to Scottish Ministers. This annual report covers the year April 2004 to March 2005, and includes a HMIC summary business strategy for 2003-06 and annual plan for 2005-06.
