HM Prisons Inspectorate for Scotland is independent of the Scottish Prison Service and its main statutory responsibility is the regular inspection of prisons within the service. Inspections cover a range of issues including physical conditions, morale of staff and prisoners, facilities and amenities, questions of safety and decency, contributions to crime prevention and prison re-offending. This annual report covers the period April 2004 to March 2005, and sets out the Chief Inspectors overview of key concerns facing the Service, including the effects of prison overcrowding, the practice of slopping out, women and children in prisons, and prison food; as well as a summary of inspections undertaken; and a review of the Prison Inspectorates activities during the year.
