HM Prisons Inspectorate for Scotland is independent of the Scottish Prison Service and its main statutory responsibility is the regular inspection of the 16 prisons within the service. Inspections cover physical conditions, quality of prisoner regimes, morale of staff and prisoners, facilities and amenities available to staff and prisoners, questions of safety and decency, contributions to crime prevention and prison re-offending, and the general efficiency and effectiveness of the establishment. This annual report covers the period April 2003 to March 2004, and sets out the Chief Inspector's overview of key concerns facing the Service, including the effects of prison overcrowding and the requirement to make budget savings, the practice of slopping out, and women in prisons; a summary of inspections undertaken; and a review of Prison Inspectorate's year.
