This Act contains ten parts and five schedules with a number of measures which extend to England and Wales and which draw on the proposals set out in the Government's Clean Neighbourhoods consultation document published in July 2004. Measures include: new offences relating to nuisance parking and to abandoned and illegally parked vehicles; amendment of the laws on dropping litter, graffiti and fly-posting; measures relating to the management of waste; new powers for local authorities to deal with noise nuisance; and the replacement of the Commission for Architecture and the Built Environment with a new statutory body, to be given the same name.
