An "inherently safer" approach to hazard management is one that tries to eliminate hazards by careful attention to the fundamental design and layout as opposed to "add-on" engineered safety systems. This report describes a pilot study which assesses how far inherent safety is being applied in the design of offshore oil and gas installations on the UKCS. It includes reviews of recent literature, the main regulaions affecting design and operation, and interviews with representatives from leading design contractors and operating companies.
