The main role of the Parole Board for Scotland is to make decisions and recommendations on cases referred to it by Scottish Ministers, relating to the release and recall of life sentence, long-term and extended sentence prisoners based on an assessment of the risk a prisoner may pose to the public if released from prison and whether that risk can be adequately managed in the community. This annual report considers the work of the Board during 2004, during which period 703 cases relating to determinate sentences prisoners and 192 cases relating to life prisoners were considered by the Board, of which 311 were recommended for parole and 33 were recommended for release respectively.
