The purpose of the Act is to introduce an environmental assessment regime for certain plans and programmes. Part 1 sets out the requirement on responsible authorities to secure the carrying out of an environmental assessment on qualifying plans, and establishes which plans and programmes should be subject to the assessment process. Part 2 sets out the requirement for performing scoping: this establishes the subject areas to be included in the assessment report, and the degree of detail required. It also covers consultation and the taking into account of responses. Part 3 makes provision for the announcement of the adoption of any plan that has been subject to environmental assessment. The Act requires an annual report to Parliament on environmental assessment related activities, and Part 4 makes provision for this. Part 5 deals with order making powers and commencement.
