The Primary Medical Services (Scotland) Bill is primarily an enabling Bill, which sets out the legislative framework for the implementation of the new contract for providers of general medical services (GMS), including primary care services, the duties of Health Boards and the contract terms for GPs. The Scottish Executive's stated aim of this Bill is to link investment to the specialist health needs of local communities and practice populations, rather than simple payments for services and allowances for doctors. The Committee's report expresses concern that the draft Regulations that will implement the main parts of the Bill are still subject to significant further negotiation at a UK and Scottish level, fundamentally impairing the Committee's ability to properly scrutinise the Bill and its likely impact. However, as it is satisfied that the Bill has the potential to improve the present situation with regard to the delivery of primary medical services and the recruitment and retention of staff, it recommends the approval of the general principles of the Bill, but states its determination to see all draft regulations before Stage 2 commences.
