The Committee has agreed to publish this interim report, in order to highlight some issues in relation to the Civic Government (Scotland) Act (Licensing of Houses in Multiple Occupation) Order 2000 that it considers requires urgent action. Overall, the Committee states its strong support for statutory regulation of houses in multiple occupancy. However, it finds that the current registration scheme appears to be penalising those responsible landlords who are meeting the required standard of accommodation, rather than tackling those problematic landlords whose properties may constitute a significant risk to their tenants. Given the apparent failure of the Order to regulate the latter group, the report urges the Scottish Executive to consider how these landlords can be brought up to acceptable standards as soon as possible.
