The Bill is intended to improve the law to help prevent homelessness. The main idea is, as far as possible, to give people the right to occupy their existing home and to reform court procedures to provide a speedy remedy which is fair to both the occupier and the lender or landlord. The Committee raises concerns over some of the provisions.
