The Committee's report examines the complaint made against Michael Foster, MP for Worcester by Peter Luff MP in relation to two issues: the alleged misuse of pre-paid envelopes and stationery provided by the House to send constituents notification of a change in his constituency office address; and the inclusion of allegedly inappropriate party political material in Mr Foster's annual report funded from the Incidental Expenses Provision (IEP). The Committee agrees with the decision of the Parliamentary Commissioner for Standards that Mr Foster made inappropriate use of resources provided at public expense in relation to the first issue; but judges that Mr Foster was not in breach of the rules of conduct in respect of the second issue since there are significant differences of interpretation amongst MPs as to the acceptable limits of party-related material that can properly be included in IEP funded material.
