The annual edition (in its complete 3 Parts) is published in pursuance of regulation 10 of the Statutory Instruments Regulations 1947. It contains the full text of the statutory instruments that were made in the year 2023 and classified as general (i.e. in the nature of a Public General Act). Exceptions are:
-
(i) instruments which have been made by the Welsh Ministers, which are included in a separate annual edition of Welsh Statutory Instruments; and
-
(ii) Northern Ireland instruments referred to in para 4.
It also contains the text of selected statutory instruments which were classified as local, (i.e. in the nature of a Local, Personal or Private Act) made under the following Acts and which affect primary or secondary legislation:

the Dockyard Ports Regulation Act 1865 c. 125;

the Harbours Act 1964 c. 40;
-
the Pilotage Act 1987 c. 21;
-
the Water Act 1989 c. 15;
-
the Ports Act 1991 c. 52;
-
the Water Industry Act 1991 c. 56;
-
the Water Resources Act 1991 c. 57;
-
the Statutory Water Companies Act 1991 c. 58;
-
the Land Drainage Act 1991 c. 59;
-
the Water Consolidation (Consequential Provisions) Act 1991 c. 60 and the Transport and Works Act 1992 c. 42.
Additionally, it gives details of all those statutory instruments that were classified as local but no published. Certain instruments that are not statutory instruments are reproduced in an Appendix at the end of each Part.
The statutory instruments are arranged according to their classification, those classified as general appearing first followed by those classified as local. Within these classes, the statutory instruments are arranged numerically, that is to say, in order of their registration as statutory instruments.
