'Adoption: National Minimum Standards – Regulations' is a joint publication issued by the Department of Health and the Welsh Assembly on the regulations and standards to be observed by local authority adoption agencies and also voluntary bodies, as defined under the Care Standards Act 2000 (ISBN 010541400X). The 2000 Act sets out what should be the National Minimum Standards in regard of management, staff, premises, and the general conduct of all the social and independent healthcare establishments in this field. To enforce standards, the National Care Standards Commission has the authority to report any breaches in the regulations, and in respect of local authorities, to the Secretary of State.
