Three reports in one publication. The report on senior officers' expenses in the University of Ulster draws attention to the continuing lack of proper financial controls on the use of credit cards. The Treasury has produced comprehensive guidance on the use of the Government Procurement Card (Annex to Chapter 31 of Government accounting ) which NIAO think could be used as a model by all public bodies when introducing credit card schemes. New measures from the Government also require that "all colleges must disclose in their annual accounts all expenditure on foreign travel and hospitality". The report on energy efficiency in the education sector found that performance is improving although still unlikely to meet the Government target. NIAO recommends that individual targets should be set a local level but that a common reporting format is agreed to allow comparisons to be made. A report on the management of Richmond Chambers is also included.
