The White Paper 'Policing a New Century: A Blueprint for Reform' (Cm 5326, ISBN 0101532628) was published in December 2001, which set out the Government's proposals for the future of policing in England and Wales. Many of the reforms can be implemented without primary legislation, and this Act incorporates the changes that require legislation. The Act contains provisions relating to: the powers of the Home Secretary to supervise police forces and the creation of a National Policing Plan; the new body to handle complaints against the police, the Independent Police Complaints Commission (IPCC); the removal, suspension and disciplining of police officers; changes to police powers, including the creation of community support officers; and provisions regarding the Ministry of Defence police.
