The Communications Act 2003 (c. 21) (ISBN 0105421030) gives effect to the Government's proposals for the reform of the regulatory framework for the communications sector, as set out in the Communications White Paper (Cm 5010, ISBN 0101501021) published in December 2000. The Act is in six parts and provisions include the creation of a new, overarching regulator for the broadcast and telecommunications industries and management of the radio spectrum. The functions of the five existing regulators will be transferred to the new body, the Office of Communications (OFCOM), which will also share powers with the Office of Fair Trading to apply competition rules across the whole communications sector. The Act also contains provisions to reform the rules on media ownership, with significant deregulation to promote competition and investment.
