Almost ten per cent of the population in England and Wales (5.2 million people) identified themselves in the 2001 Census as providing unpaid care to support family members, friends, neighbours and others who are elderly, disabled or with long-term physical or mental ill-health needs. This Act contains provisions, applicable in England and Wales, designed to provide support for these carers (excluding people who provide care through a contract or as a volunteer for a voluntary organisation) including: a requirement that local authorities should inform carers, in certain circumstances, that they may be entitled to a needs assessment for community care services; the assessment must consider whether the carer works, undertakes any form of education, training or leisure activity, or wishes to do so; and local authorities should co-operate with other bodies with regards to the planning and provision of relevant services.
