This Select Committee report on the modernisation of the House of Commons contains a number of conclusions and recommendations for making Parliament more accessible to the public and altering procedures to enhance the effectiveness of its law-making. These include: a shorter summer break; a reduction in the number of late night sittings; less notice required for parliamentary questions; the replacement of planted questions by formal written statements; backbench speeches generally limited to ten minutes; a revised line of route to enable conducted tours of the Commons in session and on Saturdays; increased use of information and communication technologies to increase public participation in the parliamentary process; and the increased publication of Bills in draft form to allow greater parliamentary scrutiny.
